The Acting Consul General at Canton has forwarded to
me in a despatch, copy of which I have the honour to en-
close herewith, copies of correspondence that has passed
between him and the Governor of Hongkong on the subject of
a request made by the German Consul at Hongkong to Sir F.
Lugard for authority to ship from that port a consignment
of coolies destined for Sam08.
Bir F.Tugard, anxious to ascertain whether, as stated
by the German Chief Justice of Samoa, the Viceroy at Can-
ton had pronounced his approval of the proposed shipment,
requested Mr.Fox to sound His Excellency on the subject.
An interview with the Vicedoy, however, made it quite
clear to Mr.Fox that the authorization of the export of
coolles would arouse the resentment of the Chinese authori-
ties in view of the negotiations pending between the German
and Chinese Governments for the regulation of the coolie
